The general objective of the Program is to contribute to improving environmental conditions of the Lake Ypacarai basin, promoting climate-resilient and low-carbon development, and accelerating access to thematic and green debt markets for the Water and Sanitation (W&S) sector. The specific objectives are: (i) increase coverage of sanitary sewage and wastewater treatment in prioritized areas of the basin contributing to the fulfillment of the country's climate goals; (ii) contribute to the recovery of environmental basin areas that are degraded; (iii) improve the management of W&S services in the prioritized areas of the basin; (iv) strengthen the institutional capacities of the MOPC to improve the management of the Lake Ypacarai basin, the design of investments in favor of climate or nature, and climate and biodiversity monitoring, reporting and verification within the W&S sector.

The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IDB Invest)-funded project.
