According to ADB website, the project targets improving energy security in Bangladesh. It will increase availability of efficient and cleaner energy by developing a state-of-the-art power plant with 800-megawatt (MW) generation capacity using cleaner and highly efficient power generation technology. The project also envisages the construction of associated natural gas supply and power transmission infrastructure facilities, as well as strengthening of the institutional capacity and overall business process of the project's executing agency, North-West Power Generation Company Limited (NWPGCL), to efficiently plan and operate power plants.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main
