This project provides funding and technical assistance for institutional and governance changes in the urban sector as well as investment in water distribution and the sewerage system in the six project cities. The reform program adjusts the policy, institutional, legal, financial and regulatory framework. The policy-based loan funds municipal bodies, individual households, and private sector investment. The project introduces continuous water supply and longterm embedded construction contracts for non-revenue water reduction and operation sustainability.
