According to the IDB, the objective of the TC is to support the preparation of loan DR-L1167 through the financing of: (i) studies on the state of policies and interventions for diagnosing and treating NCDs and proposals for improvement at regional and national levels; (ii) assessment of needs and requirements of equipment and supplies in primary health care facilities for NCDs; and (iii) support to the Ministry of Public Health and Social Assistance and the National Health Service in the collection of information, coordination, and management necessary for the preparation of the loan and until its eligibility.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
