This Technical Cooperation (TC) aims to support existing operations to promote new housing and habitat improvement strategies in Brazil, focusing on the low-income population to contribute to socio-economic development and reduce social inequalities in the country. Specifically, this TC seeks to strengthen the operations at the federal and local levels of government with initiatives related to innovations in housing production and improvement, habitat upgrading (retrofitting, social rental and others), and neighborhood improvement (city centre requalification, slum upgrading, disaster risk management and others), as well as sector strengthening in Brazil (digitalization, house finance modernization and others). The main TC cross-cutting targets are the inclusion of vulnerable groups, e.g. overcoming the need for awareness of gender and diversity biases and challenges in the housing sector; and environmental and climate challenges, focusing on urban densification & renewal, green building for new dwellings, retrofit and housing improvements, and resilience to climate risks.
Accordin to the Technical Cooperation Document: This Technical Cooperation is not intended to finance pre-feasibility or feasibility studies of specific investment projects or environmental and social studies associated with them; therefore, this TC does not have applicable requirements of the Bank’s Environmental and Social Policy Framework (ESPF).

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment. You can submit a complaint by sending an email to MICI@iadb.org. You can learn more about the MICI and how to file a complaint at http://www.iadb.org/en/mici/mici,1752.html (in English) or http://www.iadb.org/es/mici/mici,1752.html (Spanish).
