General objective of the TC: Support the GoU in the analysis of public policies leading to increasing the efficiency of public spending on transportation. Specific objectives: (i) at the general level of the infrastructure investment process: identify the aspects of the infrastructure investment process where there are greatest opportunities for improvement, to be incorporated into future institutional strengthening plans; (ii) at the level of the institutional framework under which infrastructure is provided: analyze viable institutional alternatives that lead to a financially sustainable investment process, with broader private funding and greater private participation with contracts that induce efficiency; (iii) at the railway sector level: (a) support decision-making to take advantage of the opportunities that arise from the start of operations of the Central Railway, to diversify and increase the efficiency of cargo logistics, in order to obtain the most for money of public resources invested in freight transportation infrastructure; (b) contribute to the identification of institutional and contractual alternatives that make railway investments and services viable in a context of limited public spending; (c) support the identification of areas for improvement of public institutions involved in the operation and maintenance of railway infrastructure and services (MTOP, AFE, SELF).
