According to the IADB, the main objective of this Technical Cooperation is to strengthen the institutional capacity of public administrations to help improve the effective implementation of policies through cross-cutting public management systems (CCMS).The specific objectives are:(i) to identify institutional gaps that affect the functioning of the main CCMS, including the Government Center, planning, monitoring and evaluation, the civil service and the payroll, and the organizational structure of the State;(ii) to design, adapt, and support the implementation of targeted interventions that address the identified gaps;(iii) to conduct structured policy dialogues with government counterparts and relevant stakeholders to disseminate and discuss analytical findings and implementation experience; and(iv) to generate knowledge products on capacity gaps in the operation of supply chain management systems, particularly in market analysis, procurement planning, logistics, and civil service competencies.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
