According to the IADB, the general objective is to support the creation of the technical and institutional conditions necessary for the preparation of operation EC-L1346, through the production of diagnostics, the development of technical inputs to promote science, technology, and innovation, and the strengthening of the institutional capacities of National Polytechnic School's. The specific objectives of this TC are as follows: (i) to analyze and characterize the innovation system relevant to National Polytechnic School's, identifying gaps, key stakeholders, and technical needs in order to guide the preliminary design of instruments and management models linked to the National Polytechnic School's Science Park; and (ii) to strengthen National Polytechnic School's institutional capacities for the management of Research, Development and Innovation (R&D&I), technology transfer, and engagement with the productive sector.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
