According to the IADB, the objective of technical cooperation (TC) is to support the preparation of the program "Support for the Development of Agricultural Public Services in Ecuador" (EC-L1303), which will be co-executed by INIAP and AGROCALIDAD, hereinafter referred to as "the Program," and has been agreed upon with the Government of Ecuador through the Ministry of Economy and Finance (MEF). The program aims to support the development of Ecuador's agricultural public services to improve the sector's competitiveness and agricultural exports. The TC will support the completion of studies (diagnostics and evaluations), action plans, training, and consultancies that will help define priority investments and create the necessary capacities for the monitoring and evaluation of the main results of the Program, as well as the preparation of the annexes required for the loan document. Additionally, it will finance actions to launch the implementation of the loan operation with both institutions.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment. You can submit a complaint by sending an email to MICI@iadb.org. You can learn more about the MICI and how to file a complaint at http://www.iadb.org/en/mici/mici,1752.html (in English) or http://www.iadb.org/es/mici/mici,1752.html (Spanish).
