This PforR aims to improve student learning outcomes in reading, mathematics, and socio-emotional areas at grade 4 by integrating three interrelated Result Areas with a Technical Assistance component. The first results area focuses on improving teacher preparation and professional development systems. This Results Area will help strengthen initial teacher education and continuous professional development. Teachers' strengthened knowledge and skills for teaching in primary education are expected to be applied in their classroom contexts, focusing on remediation and taking place in the modernized teaching and learning environment conducive to better pedagogy. The second Results Area is focused on the modernization of the teaching and learning environments by building new schools and expanding existing schools through the construction of additional classrooms with minor repairs to accommodate modern teaching practices. This directly addresses the core issue of overcrowding and double shifts that lead to low student performance. The third Results Area enables large-scale monitoring of student achievement through national and international assessments to inform policy decisions, particularly in ITE and CPD. In addition, the third result area will support the enhancement of the education management systems by unifying existing scattered platforms for better resource allocation and educational planning, and providing reliable information for managers, teachers, and parents. This could provide precise data to identify areas of strength and weakness in teaching and learning by specific subject areas. Such insights will inform curriculum updates and teaching materials in efforts to improve student achievement, as well as target resources better for the improvement of learning outcomes.The Technical Assistance component will support the capacity development of the MoPSE, verification agent, Program Coordination Office, and related implementation partners in the areas of project implementation, impact evaluation studies related to teacher development, learning environments, and education management systems. The TA will also support capacity building of the country in the area of psychometrics and learning assessments.
