According to the AIIB, the Project objective is to expand and modernize public school infrastructure, improve education accessibility and enhance the quality of the learning environment to meet the increasing needs of secondary education across Uzbekistan.
The Uzbekistan - Expansion and Modernization of Public School Infrastructure, Phase 1 Project (the Project) is proposed as Phase 1 of a programmatic approach to support Uzbekistan's efforts to strengthen and modernize the public education system. It aims to improve access to quality education and enhance alignment with international standards, in response to growing demand driven by demographic pressure and urbanization.
The Project is planned as a Results-based Financing (RBF), supporting the Government of Uzbekistan's public education program, which covers three main categories:
(a) educational infrastructure and equipment, |
(b) training programs for teaching and administrative staff; and
(c) a technology-enabled education system.
AIIB financing for Phase 1 will focus on:
(a) expanding and modernizing existing public schools; and
(b) creating around 94,000 additional school seats by constructing new buildings with modern facilities, in around 200 schools in six priority regions--Bukhara, Karakalpakstan, Kashkadarya, Khorezm, Samarkand and Surkhandarya.
These efforts will benefit students, families and communities in both urban and rural areas across Uzbekistan.
According to the AIIB, it is estimated that around USD1,390 million will be needed to expand and modernize public schools for secondary education over 2025-2030. The Government of Uzbekistan intends to invest around USD1,187 million from the government budget and funds, as approved in the State Investment Program of 2025-2028. AIIB is proposed to provide a sovereign-backed loan of USD200 million and aim to mobilize a grant of USD3 million from the China International Development Cooperation Agency.

ACCOUNTABILITY MECHANISM OF AIIB
The AIIB has established the Accountability Mechanism for Project-Affected People (PPM). The PPM provides Òan opportunity for an independent and impartial review of submissions from Project-affected people who believe they have been or are likely to be adversely affected by AIIBÕs failure to implement the ESP in situations when their concerns cannot be addressed satisfactorily through Project level GRMs or AIIB Management processes.Ó Two or more project-affected people can file a complaint. Under the current AIIB policy, when the bank co-finances a project with another development bank, it may apply the other bank's standards. You can refer to the Project Summary Information document to find out which standards apply. You can learn more about the PPM and how to file a complaint at: https://www.aiib.org/en/about-aiib/who-we-are/project-affected-peoples-mechanism/how-we-assist-you/index.html
The complaint submission form can be accessed in Arabic, Bahasa Indonesia, Bengali, Chinese, English, Tagalog, Hindi, Nepali, Russian, Turkish, or Urdu. The submission form can be found at: https://www.aiib.org/en/about-aiib/who-we-are/project-affected-peoples-mechanism/submission/index.html
