According to the bank website, the project consists of a extension of up to EUR 2.0 billion for Window II under the second Green Cities Framework ('GrCF2 WII'), to support investments related to Green Cities, which will bring total funding under GrCF2 to EUR 3.65 billion. The over-arching aim of the GrCF2 (Window I and Window II) is to continue to serve as a sector-wide catalyst for addressing climate and environmental challenges at the city level. This will be achieved through the preparation and subsequent implementation of Green City Action Plans ("GCAP"). GCAP methodology takes a systematic approach to identifying, benchmarking, prioritising and guiding green city actions by cities. The Clients (borrowers) for the GrCF2 Window II will include sovereigns, municipalities, municipal owned utility companies, private companies and other sovereign entities supporting green city investmentsfor the purpose of investing in green urban infrastructure.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
