According to the EBRD, the investment will address the priority needs of Tbilisi City identified under the Green City Action Plan. The loan will be used for setting up the first waste treatment plant in Tbilisi, aiming at diverting waste sent to the sanitary landfill.
The Project aims to contribute to an improved level of solid waste services and overall improved environment in Tbilisi. The Project will also bring landfill operations in line with the relevant EU environmental standards.
As stated on the company's website, Tbilservice Group was established in 2007 by the Tbilisi Municipality and its share in the Company's capital is 100%. Legal status is defined by the Georgian law as – Limited Liability Company. In May 15, 2016 Three other legal entities (“Real Estate – Tbilisi”, “Tbilisi Parks” and “City of Light”) have been merged to the Tbilservice Group and their functions were added to the Company activities.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
