According to ADB website, the project will promote commercializing and exporting agricultural produce and processed products along agro-value chains to stimulate agriculture's role in economic growth and poverty reduction in Samoa. It will provide business support services and financing to agribusinesses.
The ADB categorized the project risks as follows:
Environment | FI |
Involuntary Resettlement | FI-C |
Indigenous Peoples | FI-C |
As stated by the ADB, ANZ, Bank of South Pacific, Samoa Commercial Bank, and the National Bank of Samoa have joined the project and have drawn down the funds. The four banks provide loans to agribusinesses, and cash collateral provided by the project secures up to 80% of the loans. Currently, 44 loans utilizing total cash collateral of ST6,213,550 (87%) have been made to 35 clients, 23 of which are woman-owned or woman-managed.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main
