According to the IADB, this Technical Cooperation (TC) aims to support the design and preparation of the Comprehensive Urban Regeneration Program for El Chorrillo (PN-U0003) in Panama City, whose primary objective is to improve the quality of life of El Chorrillo's residents and stimulate the local economy.This TC builds on the progress achieved under TC PN-T1377, which strengthened the technical and institutional capacities of the Municipality of Panama (MUPA) in identifying and formulating urban investment projects, and conducted a preliminary analysis of the municipality's fiscal and financial management as well as its borrowing capacity.In particular, this TC will: (i) develop the comprehensive technical studies that underpin the program's urban design; (ii) assess the Program's socioeconomic, fiscal, and financial feasibility; (iii) analyze the applicable legal and institutional framework and define the enabling legal and financial mechanisms; and (iv) incorporate climate risk management and urban resilience considerations into the Program's design.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
