Project Description

As stated by the World Bank, the project development objective is to accelerate clean energy investments in Bangladesh through catalytic financing solutions and strengthened institutional capacity. 

Bangladesh's growing electricity demand and increasing reliance on imported fossil fuels have heightened energy security, fiscal, and foreign exchange pressures, underscoring the need to accelerate renewable energy deployment. Achieving the Government's renewable energy and climate objectives will require substantial investment in clean energy technologies across market segments, including rooftop solar, utility-scale renewable energy, solar irrigation, clean cooling, energy efficiency, clean cooking, and bioenergy. The proposed operation will support the establishment of the IDCOL Clean Energy Financing Facility, a scalable blended finance platform designed to mobilize private capital for priority clean energy investments. Implemented by IDCOL, the facility will combine concessional financing, commercial co-financing, credit enhancement instruments, carbon finance solutions, and technical assistance to address market barriers, improve the risk-return profile of investments, and expand financing to underserved clean energy segments. Unlike traditional credit-line operations that primarily rely on concessional on-lending, the facility is designed as a market-development platform that progressively increases the role of commercial finance while strengthening IDCOL's ability to mobilize and intermediate private capital. The operation will support greater participation by domestic financial institutions and private investors, foster a more sustainable and market-oriented clean energy financing ecosystem, and contribute to Bangladesh's energy security, renewable energy ambitions, and long-term low-carbon development objectives.

As stated by Devex, Infrastructure Development Company Limited (IDCOL) was established on 14 May 1997 by the Government of Bangladesh. The Company was licensed by the Bangladesh Bank as a non-bank financial institution (NBFI) on 5 January 1998. Since its inception, IDCOL is playing a major role in bridging the financing gap for developing medium to large-scale infrastructure and renewable energy projects in Bangladesh. The company now stands as the market leader in private sector energy and infrastructure financing in Bangladesh.
