Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to bank's website, the proposed project aims to enhance livability and climate resilience in Thimphu through infrastructure investments (Component 1) and the institutional capacity to sustain them (Component 2). Component 1 has three subcomponents. Subcomponent 1.1 strengthens water supply through SCADA monitoring and smart metering across the city core's district metered areas, upgrades raw water intakes for flood and drought conditions, slope stabilization along transmission corridors, SCADA-informed reorganization of treatment plant operations and transmission routing, and rehabilitation of distribution mains, reducing non-revenue water and raising average supply from 3–9 to 15 hours daily. Component 2 builds the institutions to operate and maintain these assets. It establishes a ring-fenced Water and Wastewater Services Division within Thimphu Thromde covering business planning, SCADA-based network management, billing and tariff reform, and emergency response; supports the transition of City Bus Service into a State-Owned Enterprise operating under a Public Service Agreement; provides technical assistance to MoIT on water and low-emission transport policy; and supports development of the Bhutan Land Information System.
