According to the World Bank, the project development objective is to enable corporatization of the national ports authority of South Africa and debt refinancing for Transnet via a World
Bank Partial Credit Guarantee.
As part of freight logistics reform in South Africa, the Government intends to implement full corporatization of the national ports authority in line with the national ports act 2005. This will result in the full separation and independence of the ports authority (NPA) as part of the unbundling of Transnet SoE. The proceeds from the World Bank Partial Credit Guaranteed loan will be used to retire part of Transnet's debt. The loan will subsequently be assigned to NPA as its 'buy out' from Transnet SOC. In the process fulfilling a sector reform objective and enabling SoE reform.
As stated by Bloomberg, Transnet provides freight logistics and transportation infrastructure services. The Company offers rail freight transportation, manages port operations, and operates pipelines for goods movement. Transnet/South Africa serves businesses and industries requiring freight logistics across South Africa.
