Project Description

According to the Bank’s website, the Project development objective (PDO) is to support the operationalization of Supervisory Technology (SupTech) solutions for the National Bank of Ukraine to help improve financial sector supervision.

This recipient executed operation will strengthen the National Bank of Ukraine's (NBU) supervisory capacity by implementing Integrated Supervisory Platform (ISP) based on supervisory technology (SupTech) tools (USD 1.5 million). SupTech solutions will enable the NBU to transition to risk-based supervision, enhance risk identification, and improve data-driven decision-making. The project will automate routine supervisory tasks, improve data quality, and provide advanced analytics for real-time risk monitoring. These enhancements will support the NBU's alignment with EU financial sector standards, increase transparency and accountability, and foster greater integration with European markets. The World Bank has supported the NBU in identifying and designing SupTech solutions, including facilitating knowledge exchange with leading European central banks. The project will finance procurement and implementation of new SupTech applications, with operational expenditures covered by the NBU.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The project’s environmental risk is low, as activities are limited to software procurement, technical assistance, and staff training, with no civil work. The project will not support activities involving civil work, land use change, or natural resource extraction are expected. Hardware needs for SupTech are not yet determined; if required, risks related to packaging and electronic waste will be managed through a preparation and implementation of WMP.

Social risk is moderate, mainly due to potential impacts on NBU staff from work optimization and integration of SupTech, which may require reskilling and could lead to job changes or redundancies.
