Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the Project Development Objective (PDO) is to enhance equitable employment outcomes in the energy sector by expanding skills, professional development, and access to jobs.

The proposed Project supports advancing inclusive employment outcomes in energy by transitioning the Secretariat of WePOWER from the World Bank to operate from the region as part of an overarching Global Secretariat for Women in Energy Regional Networks. WePOWER, as the first and oldest regional gender and energy network, is transitioning to a permanent secretariat at the Asian Institute of Technology (AIT) from its interim base at the World Bank, as requested by the Partners. This move aims to ensure sustainability and expand the scope with stronger emphasis on learning and skilling, allowing other global networks to benefit from modular activities like thematic trainings in energy technology, management, and leadership. The trainings and activities under the proposed operation will be open to energy sector organizations from all the regions.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

WePOWER project activities are limited to capacity building and professional development, delivered virtually and in classroom settings at the AIT campus, and do not involve any physical footprint, works or activities that could lead to downstream impacts. As such, no adverse environmental risks or impacts are anticipated. During preparation, the project will undergo screening to confirm the absence of significant E&S risks. Environmental risks are expected to be low. Similarly, Social risks are expected to be low as stakeholder interactions will primarily occur virtually or within supervised partner office settings.
