Project Description

According to the WB, the Program Development Objectives are to develop the national multipurpose cadaster management system and improve access to cadaster and land tenure services in selected Program areas.

Transforming Panama Cadaster Program for Results for Panama, the development objectives are to develop the national multipurpose cadaster management system and improve access to cadaster and land tenure services in selected Program areas. Component 1: Development of the national multipurpose cadaster management system. This component strengthens governance, standards, and interoperability across the National Authority for Land Administration (Autoridad Nacional de Administracion de Tierras, ANATI), the Public Registry (Registro Publico, RP), and the General Directorate of Revenue (Direccion General de Ingresos, DGI), and modernizes the country's geospatial foundations. Sub-components: Geodesy and Cartography, which update national geodesy and cartography standards, densify the geodetic network through new Continuously Operating Reference Stations (CORS) connected to the Network Control Center (NCC), and acquire high-quality imagery and cartographic products to produce updated base maps and climate-related datasets for risk-informed planning; IT Strengthening and Capacity Building, which adopts the Land Administration Domain Model (LADM) Panama profile, develops the Integrated Cadaster-Registry Information System (Sistema Integrado Catastral-Registral, SICAR) core, equips ANATI's central and regional offices for real-time service delivery, designs a Geographic Information System (GIS) for one Indigenous Territory to inform scalable, culturally appropriate land governance, implements inclusive training for land professionals, municipal staff, Indigenous authorities, and women, and prepares a strategic business plan for ANATI and the National Geographic Institute Tommy Guardia (Instituto Geografico Nacional Tommy Guardia, IGNTG) to ensure operational and financial sustainability. Component 2: Improve access to cadaster and land tenure services in selected Program areas. This component expands the availability, quality, and use of parcel and tenure information and supports inclusive, transparent service delivery. Sub-components: Cadaster and Mass Land Tenure Regularization, which digitize paper-based cadastral records, conduct systematic cadastral surveys, diagnose formal and informal tenure situations for men and women, integrate updated parcel data into SICAR under the LADM Panama profile, identify conflicts and reduce pending titling processes, and increase fiscal integration by incorporating additional parcels into the taxpayer database of the Ministry of Economy and Finance (Ministerio de Economia y Finanzas, MEF); Indigenous Peoples Support, which pilots culturally appropriate cadastral and regularization approaches in selected Indigenous territories, develops a specialized GIS that integrates cadastral, environmental, and cultural information, strengthens inclusion protocols, joint-ownership recording, dispute resolution mechanisms, and multi-channel consultation and guidance with municipal and traditional authorities, and excludes titling in Natural Protected Areas (NPA), buffer zones, mangroves, and wetlands. Across components, the program enhances institutional coordination, environmental and social management, climate resilience, and user-oriented digital services, positioning the cadaster as a core national geospatial asset for fiscal equity, territorial planning, disaster risk reduction, and evidence-based decision-making.
