According to the WB, the Project’s Development Objectives (PDO) are to improve access and quality of water crossings in the State of São Paulo and mobilize private capital for development.
he proposed operation aims to support the State of Sao Paulo in modernizing 14 strategic waterway crossings through a public-private partnership (PPP) that will enhance sustainable mobility, regional connectivity, and service efficiency. The project will replace aging, diesel-powered vessels with fully electric fleets, revamp passenger terminals, and improve safety and accessibility by segregating pedestrian and vehicular flows. By consolidating the currently fragmented operational and maintenance arrangements into a single, performance-based PPP contract, the operation will streamline service delivery, reduce public sector inefficiencies, and improve the user experience. The crossings, which play a vital social role by connecting remote communities and supporting tourism and local employment in areas such as Ilhabela, will benefit from increased reliability, environmental performance, and long-term financial sustainability through private sector investment and innovation.
