Project Description

According to bank's website, the proposed project aims to support the following components:Component 1: Supporting 4Ps Cash Transfers to Strengthen Human Capital and Reduce Poverty - USD 500 million- Component 2: Enhancing support services for 4Ps beneficiaries - USD 280 million- Component 3:Strengthening SP Delivery Systems and Shock Response - USD 20 million, with an additional USD 6.4 million grant from the Global Shield Financing Facility (GSFF)The total project investment amounts to USD 800 million (loan), supplemented by a USD 6.4 million grant from the World Bank's GSFF. Component 1 will be implemented through a recurrent disbursement condition, with the Department of Finance (DOF) disbursing funds based on verified transfers to eligible households. Components 2 and 3 will be directly implemented by DSWD, building on capacities developed under the Beneficiary First Social Protection Project (BFIRST) and coordination with partner agencies. Component 2 will enhance 4Ps case management and help 4Ps youth transition from education to employment by providing skills and employment opportunities that convert their educational gains into sustainable income. Component 3 will strengthen DSWD's social protection delivery systems, enhance responsiveness to shocks, including climate-related ones--and support the agency's Digital Transformation Strategy to ensure inclusive, efficient, and scalable services for vulnerable households.
