Project Description

According to bank's website, the canceled project aims to improve judicial service delivery in Armenia and apply a citizen- and business-centric approach in line with the Government Strategy 2021-2026, Strategy for Legal and Judicial Reforms 2022-2026 and Digital Architecture of Armenia. The proposed investments complement support provided by other development partners. The investment project is structured around four components and uses performance-based conditions to focus attention on key results in judicial service delivery. Component 1: Strengthening quality (US$ 5.1 million from IBRD financing). This component establishes the foundation for evidence-based and results-oriented decision-making by enhancing strategic planning, budgeting, and M&E processes; strengthens training and professional development of judges, performance management and disciplinary systems; supports female representation in judicial leadership positions; and the development of capacity to address DV and GBV cases. Component 2: Strengthening operational efficiency (US$ 16.95 million from IBRD financing). This component streamlines business processes and finances investments in technology, modern case management tools, and interoperability of the unified electronic court management system. Component 3: "Smart Courts" (US$ 37.45 million from IBRD financing). This component supports improvements in access particularly for women, survivors of DV and GBV, children, and other vulnerable groups through: online resources to provide targeted support for vulnerable populations; and the renovation of selected court buildings in line with design standards.Component 4: Project Management (US$3.0 million). The component will support project management, external audit, monitoring and reporting, and oversight of environmental and social safeguards. This component will be implemented by the MoJ.
