Project Description

As stated by the World Bank, the CRFASD has two technical components and a project management component. The two technical components are designed to help the government of Montenegro meet EU accession requirements concerning Chapter 13 (Component 1) and Chapters 11 and 12 (Component 2).

  • Component 1: Fisheries Development and Institutional Readiness for EU Accession under Chapter 13 (EUR 15.25M). The objective of this component is to enhance climate resilience and boost productive capacity of the fisheries sector by investing in climate resilient fisheries infrastructure development, and administrative and service delivery capacity development of the DfF for improved and climate resilient service delivery. The component has two sub-components.
    • Sub-component 1.1: Climate Resilient Fisheries infrastructure development (EUR 14.72 million). The objective of this sub-component is to support the establishment of a climate resilient FP, and to build the capacity of fishers using the FP to enhance value addition and improve market access. The sub-component will finance the following interventions: (a) Construction of a climate-resilient FP at Cape Djeran-Velika Plaza (Ulcinj Municipality). (b) Enhancing fishers' capacity for value addition and market access.
    • Sub-component 1.2: Strengthening DfF's capacity for EU compliance with applicable EU regulations (EUR 0.53 million). The objective of this sub-component is to build the capacity of the DfF for enhanced and improved service delivery compliant with EU requirements. The support provided by sub-component will improve the DfF's capacity, including administration, inspection, and control capacities. The sub-component will finance two distinct interventions: (a) Strengthening fisheries management for Common Fisheries Policy (CFP) compliance. (b) Strategic support to improve the functioning of Directorate of Fisheries (DfF).
  • Component 2: Institutional Readiness for Fulfilling EU Accession Requirements of Chapters 11 and 12 (EUR 16.7 million). The objective of this component is to support the government of Montenegro in fulfilling institutional readiness towards EU accession requirements in the implementation of the Agriculture and Rural Development and Food Safety Program. The component has two sub-components:
    • Sub-component 2.1: Supporting the establishment of a fully functional Paying Agency (EUR 7.7 million). The objective of this sub-component is to fulfill the institutional readiness of the PA in line with EU directives for the management and control of payments to farmers, the functionality of which constitute closing benchmarks of Chapter 11.
    • Sub-component 2.2: Supporting the establishment of a system of management and safe disposal of Animal By-products (EUR 9.00 million). The objective of this sub-component is to support the government of Montenegro in establishing an official, comprehensive system for the sustainable management and safe disposal and/or processing of ABPs in line with EU directives, national legislation, and the Strategy on ABP.
  • Component 3: Project Management (EUR 1.05 million). This component aims to support project management and coordination, ensuring effective implementation and proper use of resources. It will enhance the capacity of the existing Project Management Team (PMT) by recruiting additional technical experts as required. The component will finance project management activities, including coordination, staffing, consultancy services, operating costs, Environmental and Social Framework (ESF) and fiduciary compliance, monitoring and evaluation (M&E), audits, accountability mechanisms, and grievance redress systems. It will also support training and learning activities to strengthen the technical skills and expertise of project staff for implementing the proposed climate change measures and gender equality interventions, including collection of gender disaggregated data in the M&E system.
