The project will strengthen the coverage and quality of services provided to specific vulnerable and at-risk population groups, including individuals experiencing homelessness, persons with disabilities, at-risk youth vulnerable to crime, substance abuse, or school/work disengagement (NEET), LGBTQIA+ individuals, migrants, and the elderly. By strengthening the municipality's social services network, the project will enhance both access to and quality of social services for these populations. This will be achieved through improvements in service delivery strategies, case management, operational protocols, SUAS physical infrastructure, information systems, data management, and program management.
