As stated by the World Bank, the project development objective "is to foster an inclusive and resilient digital uptake and to respond effectively in case of an Eligible Crisis or Emergency."
The Project will be nationwide and will be implemented in remote regions of Colombia where digital gaps exist (especially in rural and remote areas). The exact areas where the Project will be implemented are not known yet.
According to the World Bank, the environmental and social risk of the project is "Substantial".
