Project Description

According to the WB, the development objective is to improve mobility and accessibility to job opportunities along the Nairobi Central Station to Thika rail corridor and enhance the institutional capacity for resilient and green urban transport development in Kenya.

The proposed project has the following three components: Component 1. Urban Mobility Improvement in Nairobi Metropolitan Area Subcomponent 1.1 Revamping Commuter Rail Service Subcomponent 1.2 Integrated Land Use Planning and Commuter Rail Station Area Development Subcomponent 1.3 Green Mobility Solution Subcomponent 1.4 Traffic Management Improvement Component 2. Institutional Strengthening and Capacity Building in Urban Mobility Component 3. Preparation of Urban Mobility Improvement for Secondary Cities Component 1. Urban Mobility Improvement in Nairobi Metropolitan Area. Subcomponent 1.1 Upgrading Commuter Rail into Urban Metro The project will finance upgrading of the existing 57 km Nairobi Central-Thika commuter rail corridor into an urban metro. This segment accounts for 40 percent of total network ridership and serves key low-income neighborhoods and affordable housing sites, making it the most viable for transformation. The project aims to establish a high-capacity, globally benchmarked public transport backbone for the Nairobi Metropolitan Area (NMA).Subcomponent 1.2 Green Mobility Solution This subcomponent supports the implementation of Kenya's NDC and e-mobility policy, with a focus on the urban railway sector.Subcomponent 1.3 Kenya Integrated Automated Fare Collection System (KIAFCS) Phase 1 This subcomponent, co-financed by the Korea World Bank Partnership Framework (KWPF), supports the establishment and phased implementation of an Integrated Automated Fare Collection System (IAFCS) for public transport, beginning with the Nairobi Central-Thika corridor of urban metro.Component 2. Transit-Oriented Development along Commuter Rail This component will (a) promote the application of Transit-oriented Development (TOD) around the selected commuter rail stations, (b) enhance access to stations, and (c) provide capacity building on related aspectsComponent 3. Institutional Strengthening for Urban Mobility Solutions This component will support sector reform in urban transport in order to transform the urban transport landscape and establish an enabling environment. Component 4: Contingent Emergency Response Part (CERC) This zero-dollar component will allow for swift reallocation of credit proceeds from the other components to provide immediate emergency recovery support following an eligible crisis or emergency.
