According to the bank website, "in order to provide incentives for achieving results, especially with regard to the modernization of highway management, the lending instrument will be Investment Project Financing (IPF) with disbursement-linked indicators (DLIs). The totality of the US$250 million loan will be disbursed based on achievement of results linkedto the DLIs (in addition to Statements of Expenditures)."
