As stated by the AfDB, the programme is planned in three phases: (i) the first phase consists of exploring the Lake Assal geothermal steam field and confirming the characteristics of the geothermal resource; (ii) the second phase involves the development of the geothermal field and construction of a geothermal power plant with an installed capacity of 20 MW; and (iii) the third phase consists in extending the capacity of the geothermal power plant to 50 MW. Phase 1 - the subject of this project, financed by concessionary funds – is designed to remove the risks associated with exploration, thereby paving the way for private sector participation in phases 2 and 3.
