According to IADB website, the project aims to co-finance the installation and operation of a state-of-the-art, modular, used oil re-refining plant in Costa Rica that re-refines used motor oil and recovers: base oil Group I, II and II+, fuel, and asphalt extender.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project.
