According to the IADB, this TC aims to provide specialized technical support to the cities of Bogota and Medellin to guide the effective and sustainable implementation of the Science, Technology, and Innovation (STI) tools and services of their Innovation Districts (ID). To achieve this, the follow specific objectives are: (i) support the cities in defining service offer, instruments, and incentive schemes to promote entrepreneurship and business innovation in their IDs; (ii) strengthen the capabilities, instruments, and models for planning, articulation, and multilevel governance of their IDs; and (iii) create spaces for dialogue and exchange of experiences, and promote the transfer of good international practices to inform the implementation of the districts in the cities of Bogota and Medellin.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
