The general objective of this Technical Cooperation (TC) is to strengthen technical and institutional capabilities of the Brazilian Government, through the Ministry of Communications (MCom), to design and implement a rigorous impact evaluation aimed at generating causal evidence on whether and to what extent improved access to credit-based financing by small Internet Service Providers (ISPs) leads to additional private investment and improved broadband connectivity in underserved small municipalities in Brazil. The specific objectives are: (i) to design and implement a rigorous impact evaluation on the financing instruments supported by the "Credit Expansion Program for Investments in Telecommunications Networks" (BR-L1619), assessing their effects on ISP investment and on broadband coverage, adoption, and quality; (ii) to identify heterogeneous effects and implementation factors that may condition the effectiveness of these instruments; and (iii) to disseminate the evaluation findings and facilitate their use in the design and implementation of future connectivity financing policies and programs.
