According to the World Bank, the project development objective is to mobilize private capital to enable the corporatization of the National Ports Authority (NPA) of South Africa and improve the commercial performance of Transnet.
As part of freight logistics reform in South Africa, the Government intends to implement full corporatization of the national ports authority in line with the national ports act 2005. This will result in the full separation and independence of the ports authority (NPA) as part of the unbundling of Transnet SoE. The proceeds from the World Bank Partial Credit Guaranteed loan will be used to retire part of Transnet's debt. The loan will subsequently be assigned to NPA as its 'buy out' from Transnet SOC. In the process fulfilling a sector reform objective and enabling SoE reform.
According to the information provided, the MIGA will provide a guarantee of US$ 770 million in addition to the one provided by the IBRD, leaving the unguaranteed commercial financing at US$ 110 million.
As reported by Devex, Transnet is the largest and most crucial part of the freight logistics chain that delivers goods to each and every South African.
As the custodian of ports, rail and pipelines, Transnet’s objective is to ensure a globally competitive freight system that enables sustained growth and diversification of the country’s economy.
