The objectives of the Second Phase of the Electricity Access Scale Up Project for Guinea are to: (i) increase grid and non-grid access to electricity services in selected areas; and (ii) improve the operational performance of the power utility. There are four components to the project, the first component being the reinforcement and expansion of grid access and the improvement of the commercial performance of EDG. This component includes three subcomponents: reinforcement and expansion of grid access in Kindia and Labe, reinforcement and expansion of grid access in Mamou, Pita, Dalaba, and rural electrification, and operational improvements and digitalization of EDG. The second component is the off-grid electrification with privately operated hybrid mini-grid systems. This component aims to scale up the pilot program to electrify rural localities through privately operated hybrid mini-grids, launched under GNEAP-1. The third component is the support for reform actions and the financial sustainability of the energy sector. This component includes three subcomponents: technical assistance for electricity sector modeling and tariff reform, technical and institutional support for performance-based utility management, and generalization of pre-paid meters in non-strategic public institutions 40 across the country. Finally, the fourth component is the implementation support, technical assistance, and capacity building. This component includes five subcomponents: project implementation, owner's engineer, compensations and payments under RAP, development and implementation of a gender policy, and capacity building, studies, and technical assistance.
