Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the objective of this project is to improve efficiency and transparency of public financial management and strengthen capacity of public finance officials. The PDO will be achieved by investing into PFM IT systems that will allow for better controls and reporting of fiscal information on budget execution and debt, as well as building capacity of public finance officials at the central and subnational level to manage public resources and utilize the IT systems implemented under the Project.

The project’s three components are: (i) enhancing PFM systems, (ii) enhancing PFM skills; and (iii) project management.

This is a follow-on operation of the E-FITS 1 project (P167534). It will finance activities initiated under E-FITS 1, namely the implementation of the new financial management information system (FMIS), procured under E-FITS 1, upgrade of the Debt Management and Financial Analysis System (DMFAS), and the implementation of the PFM skills program developed under E-FITS 1.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The project’s overall Environmental and Social (E&S) risk is assessed as Moderate. The project will primarily finance technical assistance and capacity building activities, including the upgrade of IT systems and software. It is not expected to support any physical infrastructure investments or feasibility studies/technical designs for future investment projects. The support is limited to system development, capacity building, and procurement of office and IT equipment (e.g., computers, servers, networking devices and IT hardware). Minor maintenance activities, such as office painting and repair, may be conducted and will follow good practice standards. Environmental risks are mainly associated with the generation of electronic waste resulting from the procurement and replacement of IT equipment. Social risks include the potential exclusion of some beneficiary groups such as officials with limited IT skills, ethnic minorities and those living in remote areas from benefiting from project activities; and risks related to the labor and working conditions of project workers. Sexual exploitation and abuse/sexual harassment (SEA/SH) has been identified in relation to training and working conditions and is classified within the “Low Risk” category for SEA/SH risk.
