As stated by the EIB, the project will finance the design, construction and operation of a sea-water desalination facility, with production capabilities of 100 million m3 per annum to be located in Western Galilee, Israel.
The project iaims to ensure access to water, with significant climate change adaptation and mitigation impact, to address persistent droughts and increased demand for water in the country.
The project is procured under a public-private partnership (PPP) contract that includes a concession to build and maintain the facility for 25 years. The promoter has to ensure that implementation of the project will be done in accordance with the EIB's Guide to Procurement. The borrower of the proposed EIB loan is the PPP winning bidder.
The Project will support a high priority water supply infrastructure in one of the world’s most water-stressed countries and will allow Israel to meet the growing domestic demand and to increase the volume of water transfers to Jordan and Palestinian territories through separate agreements. It will also contribute to mitigating the impact of climate change-induced decrease in the availability of fresh water resources.
As stated by Bloomberg, IDE Technologies Ltd provides construction services. The Company offers development, engineering, and operational services for desalination and industrial water treatment plants. IDE Technologies serves the municipalities, oil and gas power, mining, and resorts industries.

ACCOUNTABILITY MECHANISM OF EIB
The EIB Complaints Mechanism is designed to facilitate and handle complaints against the EIB by individuals, organizations or corporations affected by EIB activities. When exercising the right to lodge a complaint against the EIB, any member of the public has access to a two-tier procedure, one internal - the Complaints Mechanism Office - and one external - the European Ombudsman. When dissatisfied with a complaint to the EIB Complaints Mechanism, citizens can then turn towards the European Ombudsman. A memorandum of Understanding has been signed between the EIB and the European Ombudsman establishes that citizens (even outside of the EU if the Ombudsman finds their complaint justified) can turn towards the Ombudsman on issues related to 'maladministration' by the EIB. Note that before going to the Ombudsman, an attempt must be made to resolve the case by contacting the EIB. In addition, the complaint must be made within two years of the date when the facts on which your complaint is based became known to you. You can write to the Ombudsman in any of the languages of the European Union.
