Project Description

According to bank provided information, the investment is the provision of a senior debt financing of up to EUR 35 million, in addition to a subordinated loan of up to EUR 13.5 million, to finance the repowering of a 50MW wind farm located in the region of Tlat Taghramt near Tangier in northern Morocco. The Project will be the first repowering project in the region and will increase the wind farm capacity to 100 MW.

Private Actors Description

A Private Actor is a non-governmental body or entity that is the borrower or client of a development project, which can include corporations, private equity and banks. This describes the private actors and their roles in relation to the project, when private actor information is disclosed or has been further researched.

Koudia Al Baida Project SPV

A special purpose vehicle to be established in Morocco for the sole purpose of owning, constructing and operating the Project. It will be ultimately 50 per cent owned by MASEN (the Moroccan Agency for Sustainable Energy) and 50 cent owned by EDF Renewables.

MASEN is a public-owned company established in 2010 in charge of the implementation of the Moroccan renewable energy programme and that aims at reaching the national renewable energy strategy targets.

EDF Renewables is a large renewable energy developer and a subsidiary of the French utility EDF. EDF Renewables develops, builds and operates clean energy power plants in more than 20 countries.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
