As stated by the DFC, the project consists of a technical assistance needed to support the development of an approximately 100-megawatt (“MW”) green electrolyzer (green
hydrogen) facility powered by an approximately 70MW solar photovoltaic power facility and an approximately 205 MW wind farm. The technical assistance will consist of several project
development activities, including preliminary feasibility studies, site, environmental impact assessments, and engineering studies.
As stated by the EBRD, a co-financier of the project, Egypt Green Hydrogen SAE is an Egyptian company established in the Suez Canal Economic Zone for the purpose of the Project, and is owned by: (i) Scatec ASA, the leading Norwegian renewable power producer listed on the Oslo Stock Exchange; (ii) Fertiglobe PLC, the largest nitrogen fertilizer producer in the MENA, based in Abu Dhabi and listed on the Abu Dhabi Securities Exchange; (iii) Orascom Construction PLC, one of the largest global contractors operating in the MENA region and the US with dual listing on NASDAQ Dubai and Egyptian stock exchange; and (iv) the Sovereign Fund of Egypt's ("SFE") (established in 2018) through its Infrastructure and Utilities Fund.

Unlike many other development finance institutions, DFC does not currently have an access to information policy.
Under the United States Freedom of Information Act (FOIA), DFC is obliged to respond to reasonably formulated requests for Agency records. However, DFC may apply exemptions from release to certain types of information and may charge fees in responding to requests.
