Crude oil represents an important revenue source for the Government of Colombia, but revenues from this sector fell dramatically when the price of crude collapsed in 2014, causing production to fall over the last four years. The Project is expected to increase crude oil production in Colombia, resulting in additional revenues for the Government of Colombia. The Project aligns with the Government of Colombia’s National Development Plan, which calls for further exploration and extraction of hydrocarbons, and the Project will use innovative and uncommon production and processing technologies.".

Unlike many other development finance institutions, DFC does not currently have an access to information policy.
Under the United States Freedom of Information Act (FOIA), DFC is obliged to respond to reasonably formulated requests for Agency records. However, DFC may apply exemptions from release to certain types of information and may charge fees in responding to requests.
