Project Description

As stated by the ADB, the project comprises the construction and operation of a 965.8 MW solar-wind hybrid plant being implemented by TP Vardhaman Surya Limited (TPVSL), a subsidiary of Tata Power Renewable Energy Limited (TPREL), which is in turn a subsidiary of Tata Power Company Limited (TPCL). The plant consists of 379 MW of ground-mounted solar photovoltaic capacity and 586.8 MW of wind capacity, spread across Karnataka, Maharashtra and Tamil Nadu in India. The plant is being developed under the group captive model as outlined in the open access provisions of the Electricity Act, 2003, with Tata Steel Limited (TSL) as the sole offtaker. The renewable power generated from the plant will replace conventional power from a 67.5 MW coal-fired captive thermal power plant at Jojobera, Jharkhand (Jojobera Unit 1), owned by TPCL, which is expected to be retired upon expiry of its power purchase agreement with TSL.

The project is aligned with the Government of India's commitment to ensure that 50% of its cumulative installation of electric power by 2030 is from nonfossil fuel-based energy resources. It is also consistent with the government's efforts to support renewable energy-based group captive power plants and regulatory policies aimed at increasing the adoption of renewable energy for captive generation. The project will support the integration of renewable energy sources in the steel industry and help reduce greenhouse gas (GHG) emissions in the steel sector.

As stated by the ADB, TPREL is a wholly owned subsidiary of The Tata Power Company Limited (‘Tata Power’ or ‘TPCL’). TPREL is Tata Power's primary investment vehicle for the clean and renewable energy-based power generation capacity. The company specializes in the development, generation, and distribution of renewable energy, primarily through solar and wind power projects. It operates a diverse portfolio of renewable assets across the country, catering to both commercial and industrial clients. According to TPREL’s Annual Report, as of 31 March 2024, the Company’s total operating capacity, including its subsidiaries, is 4,515 MW, comprising 3,485 MW from solar power plants and 1,030 MW from wind power plants. Additionally, utility scale projects with a capacity of 5,575 MW are under execution.
