According to the ADB's webpage:
The Issyk-Kul Ring Road Improvement Project will: (i) improve the 79-kilometer Barskoon-Karakol road, a part of the Issyk-Kul Ring Road, (ii) enhance the management of the road asset, (iii) improve road safety, and (iv) support the preparation of the climate strategy and action plan. The project derives synergies with earlier assistance and adopts a cross-sectoral approach to integrated development in the Issyk-Kul Lake area, with an integration of gender perspective.
According to ADB's documents, the project road passes through four out of 14 settlements located along the project road, with a total population of 100,000 residents. As the existing road will be widened from two to four lanes road (with new walkways) in these four settlements, civil works are expected to directly impact livelihood of more than 200 persons.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
