Project Description

The proposed technical assistance will support the project preparatory technical assistance for the Hubei Yichang Comprehensive Elderly Care Service Demonstration Project. This proposed public sector loan will develop the elderly care system and selected services including (i) community home care services and facilities; (ii) establishment of an ICT platform to integrate planning, monitoring and regulation across the sector; (iii) human resources training; (iv) institutional capacity building; and (v) development of a rehabilitation hospital to serve as a critical part of establishing a continuum of care for the elderly. The project preparatory technical assistance services will support the development of the project by working with Yichang Municipal Government and the Asian Development Bank team.

This project is in the 2018 pipeline but at the 2016 country programming mission meetings held in Beijing in September, the National Development Reform Commission and the Ministry of Finance requested that it be moved forward to be processed as soon as possible for 2017 approval. Development of elderly care systems and services is a priority for the government under the 13th Five-Year Plan. Yichang municipality has been chosen to be one of 42 demonstration pilot cities for elderly care by the Ministry of Civil Affairs. The project components are all included in the Yichang strategic plan for development of long-term care services (2016-2030) which was designed under TA 3111 (Technical Assistance to the People's Republic of China for Strategic Elderly Care Services Development in Yichang) and approved by Yichang Municipal Government in June 2016. This public sector loan will develop the necessary elderly care systems (institutional, ICT, standards, regulation etc.) and services (home, community and residential care), and it will be a complementary investment to the proposed Public-Private Partnerships Demonstration Program to Transform Local Government Delivery of Elderly Care Services. Together, the two loans will help create a sustainable elderly care system and services for Yichang that provide affordable and quality care and serve as a demonstration model for other cities and provinces in China and in the region.
