According to the Bank’s website, the facility will be multisectoral and will support a range of activities across the project lifecycle, including (i) project design and due diligence including surveys, feasibility studies, and detailed engineering designs; (ii) project implementation support on technical and legal matters, procurement (including merit point criteria evaluation), financial management, safeguards (including ADB's new Environmental and Social Framework), gender and the prevention of sexual exploitation, abuse, and harassment; and (iii) post-completion interventions to support O&M; services and examine options for the private sector to deliver these services. In addition, the facility will provide much needed financing to institutional strengthening, capacity building and supplementation, PPP transaction advisory services, post-disaster early recovery needs, and pilot testing of innovative approaches and technologies.

Output 1: Improved project quality and readiness: assessments, surveys, feasibility studies, detailed engineering designs, PPP transaction advisory services, and pilot-testing innovative approaches.

According to the Bank’s Resettlement Framework document, for emergency assistance or project components that cannot be confirmed during project processing, the completion of standard environmental and social assessments, environmental and social management plans (ESMP), resettlement plans, and indigenous peoples plans as required, may not be possible before Board approval. In such cases, an environmental assessment and review framework (EARF), a resettlement framework, and if required, an indigenous peoples planning framework, will be prepared, in accordance with the Asian Development Bank (ADB) Safeguard Policy Statement 2009 (SPS).
In line with ADB’s Safeguards Policy Statement (SPS, 2009), the proposed activities are expected to fall under either Category C (no involuntary resettlement impacts anticipated) or Category B (involuntary resettlement impacts that are not considered significant). Although land acquisition and resettlement are not anticipated, their full extent will only be determined once detailed design and planning are undertaken. There remains a possibility of temporary or permanent land acquisition, which could give rise to compensation obligations.
The financing amount is $10,000,000, which will be financed on a grant basis by ADB’s Asian Development Fund.
