As stated by the ADB, the proposed regional technical assistance (TA) will help the Developing Member Countries (DMC) (Cambodia, Pakistan, Thailand, Fiji and Viet Nam) in preparing projects to adopt sustainable and low emission urban mobility approaches. The TA will support the development of a pipeline of bankable sustainable low emission urban transportation projects by (i) developing strategic investment plans, conducting feasibility studies to develop concept paper of ensuing projects, and (ii) preparing the projects for ADB investments by conducting technical, environment and social safeguard due diligence, gender assessments and financial and economic analysis. Results of above will help in in preparing concept design of ensuing projects and explore the options from the concept stage where we can develop business models to scale up smart mobility approaches through public and private sector investments.
The TA activities will help in scaling up climate resilient investments in green transport infrastructure by creating an enabling ecosystem for widespread adoption of electric vehicles, modernize and expand low emission public transport networks, introducing intelligent transport systems to improve traffic flows and reduce carbon emissions, non-motorized transport system (NMT), energy efficient green buildings, training and capacity building; knowledge sharing of e-mobility best practices; and gender responsive urban transport infrastructure interventions.
The TA will support projects which are already in the advance stages of discussions with the governments, pipeline projects or additional financing of existing projects.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
