Project Description

As stated by the EBRD, the Buciumi BESS project involves the development, construction, and operation of an 88 MW / 176 MWh standalone fully merchant battery energy storage system (BESS) located in Buciumi village, Baciu County, Romania.

The project will be financed through a non-recourse senior loan and is expected to benefit from an InvestEU first loss risk cover guarantee, enhancing its risk profile and supporting its bankability.

The project aims to enhance the resilience of Romania's energy system by providing flexible storage capacity that reduces curtailment of renewables and supports the balancing and ancillary services market. It seeks to demonstrate the viability of advanced battery storage technology in Romania, paving the way for future investments in the sector. Ultimately, the project contributes to Romania's decarbonisation targets by enabling greater renewable energy integration and supporting the country's transition to a greener energy mix.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
