Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the EBRD, the project consists of the provision of a senior secured loan of up to US$ 50 million in KZT equivalent to Bank CenterCredit JSC (BCC) (YiB loan) under the Youth in Business Programme in Central Asia (YiB CA Programme). The financing will be used to support youth-led and youth-owned micro, small and medium-sized enterprises in Kazakhstan. The YiB loan will be provided in two equal tranches, of which the second will be uncommitted.

The proposed loan will enable BCC to (i) support youth led/owned MSMEs in overcoming the challenges of a difficult market environment and strengthening their resilience and adaptability; (ii) diversify its funding base; and (iii) continue to offer a product encompassing both financing and nonfinancial services (NFS) targeted at young entrepreneurs, thereby improving their access to finance.

Early Warning System Project Analysis

Financial Intermediary
A financial intermediary is a bank or financial institution that receives funds from a development bank. A financial intermediary then lends these funds to their clients (private actors) in the form of loans, bonds, guarantees and equity shares. Financial intermediaries include insurance, pension and equity funds. The direct financial relationship is between the development bank and the financial intermediary.
Private Actors Description
A Private Actor is a non-governmental body or entity that is the borrower or client of a development project, which can include corporations, private equity and banks. This describes the private actors and their roles in relation to the project, when private actor information is disclosed or has been further researched.

As stated by the EBRD, BCC is the third largest bank (out of 23) in Kazakhstan with total assets of US$ 14.4 billion, equity of US$ 1.4 billion, and market shares of 11.7 per cent in total assets, 11.1 per cent in customer loans and 12.7 per cent in deposits as of 3Q2025. BCC's principal shareholders are Mr. Bakhytbek Baiseitov (with a stake of 53.1 per cent), a well-known local businessman, and Mr. Vladislav Lee (with a stake of 12.2 per cent), a former CEO of BCC and a member of the bank's Board of Directors at the moment. The bank is currently rated "BB/positive" by Standard & Poor's and "Baa3/ stable" by Moody's.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
