According to the Bank’s website, the project consists of a senior unsecured local currency denominated sub limit* of up to EUR 10 million equivalent with a tenor of 3 years to be provided to OTP Leasing LLC ("OTPL", the "PFI") in Ukraine. This medium-term local currency funding will be provided under the EBRD's Resilience and Livelihoods Framework and will be used by OTPL for on-lending to private SMEs in Ukraine.
*This sub-limit is part of EBRD's broader LCY facility to OTPL, covered by OpIDs 56845 and 56846 (under Resilience and Livelihoods Framework and Financial Intermediaries Framework, respectively), jointly referred to as the LCY Facility.
The Project will help OTPL to maintain a sustainable funding base during the crisis and provide continued access to finance for private businesses, including SMEs affected by the ongoing military invasion of the territory of Ukraine by the Russian Federation. At least 50% of sub-projects are expected to be GET-eligible.
Categorised FI (ESP 2024). OTPL is the existing client of EBRD and performance on environmental and social (E&S) issues to date has been satisfactory. If the EBRD's funding is used to finance renewable energy sub-projects, these sub-projects must meet the EBRD's E&S eligibility criteria for renewable energy sub-projects and other eligibility criteria outlined in the Policy Statement.

OTP Leasing LLC is the leading leasing company in Ukraine with ca. 40% market share in terms of leasing portfolio at end-3Q2025, proven track record and a viable business model. OTPL provides financial leases and fleet management services to corporate and SME clients across the country.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
