As stated by the EBRD, the project consists of a senior loan to PVP Cepheus S.R.L., a wholly owned subsidiary of ENNA Solar and ultimately owned by ENNA Group, to finance the development of an 87.5 MW photovoltaic plant and a 70 MW / 140 MWh battery energy storage system in Mihailesti, Giurgiu County, Romania.
The Project will support climate change mitigation and Romania's green energy transition by adding 87.5 MW of solar generation capacity and 70MW/140MWh flexible battery storage to the national energy system. The storage capacity will improve system resilience by reducing renewable energy curtailment and supporting balancing and ancillary services. The Project will also expand private-sector participation in Romania's renewable energy market, facilitate future investment and advance the country's decarbonisation goals through greater integration of renewable energy.

As stated by the EBRD, PVP Cepheus S.R.L is a special purpose vehicle incorporated in Romania, fully owned by Croatia-registered ENNA Solar d.o.o. and established for the purpose of the project.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
