As stated by the EBRD, the project consists of the provision of a USD 2 million loan under the Green Economy Financing Facility (GEFF) Framework in favor of Palestine for Credit and Development Company (FATEN). The GEFF facility will be utilised for on-lending to eligible Micro, Small, and Medium Enterprises (MSMEs) and residential sub-borrowers based in the West Bank and will be accompanied by a comprehensive package of incentive grants and technical assistance funded by the West Bank and Gaza Multi-Donor Trust Fund.
The GEFF loan will enable FATEN to support private MSMEs and residential sub-borrowers with eligible investments in small-scale renewable energy, water, energy, and resource efficiency projects, including the circular economy concept, and support of relevant green technology supply chains in the West Bank (including for residential purposes).
The loan will offer large volumes of long-term financing targeting MSME and residential sub-borrowers and provide targeted solutions including TA, and knowledge platforms. The loan will also achieve gender additionality.
The GEFF loan will be accompanied by a comprehensive technical cooperation package, designed to strengthen institutional capacity and support the development of green lending. FATEN will benefit from integrated solutions including targeted technical assistance, access to knowledge platforms, and EBRD-developed tools such as the Green Technology Selector, the GEFF Monitoring and Information System, and the Green Finance Academy. The technical cooperation is funded by West Bank and Gaza Multi-Donor Trust Fund.
The EBRD categorized the project E&S risk as 'FI'.
As stated by the EBRD, Palestine for Credit and Development (FATEN) was established in its current form in 1999 as a private non-profit company. Licensed by the Palestine Monetary Authority (PMA) since 2014, FATEN is the largest microfinance institution in the West Bank and Gaza, holding more than 50 per cent of the loan market. Through a network of 33 branches, it serves around 20,000 borrowers in West Bank and Gaza.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
